1.3 Identification marking (Government unique requirement, see 4.4). Each dispenser shall have the manufacturer’s name, contract number, and national stock number embossed or engraved on the outer housing of the dispenser. Use of “stick-on” or removable labels is prohibited.
2. QUALITY ASSURANCE.
2.1 Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of the Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
2.2 End item examination. Sampling inspection shall be in accordance with MIL-STD-105. The inspection level shall be II and the acceptable quality level (AQL), expressed in terms of defects per hundred units shall be 4.0. The sample unit shall be one complete end item. The defects are as follows:
Any component missing
Not fabricated of materials specified
Not constructed as specified
Any burr, sliver, sharp edge, rough die, tool, gauge, trim, or grind marks
Welding not smooth and free of cracks, burn holes, or undercuts
Manufacturer’s identification marking missing or incomplete
Cup tubes not proper size
2.3 Metric product. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerance specified using conversion tables contained in the latest revision of Federal Standard 376, and all other requirements of this document are met.
If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable.
The contracting officer has the option of accepting or rejecting the product.
2.4 Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent practicable.
