COMMERCIAL ITEM DESCRIPTION
DISPENSERS, SOAP, POWDER
The General Services Administration has authorized the use of this
Commercial Item Description in lieu of Federal Specification FF-D-396.
This commercial item description covers rigid dispensers suitable for dispensing powdered soap.
Salient Characteristics.
Dispensers shall be provided completely assembled and include all parts and instructions necessary for proper installation and operation.
A wall type bracket or holder shall be provided with each dispenser.
Parts in contact with the soap shall of chromium plated brass, chromium plated carbon steel, chromium plated zinc die casting, stainless steel or plastic.
Soap dispensers shall be capable of being cleaned, filled, and repaired without the use of special tools.
Dispensers shall be equipped with a soap feed mechanism and an agitator designed to break up powdered soap.
Agitator shall function with each other positive action of the dispensing mechanism.
Discharge opening and dispensing mechanism shall be arranged so that the soap shall not be subjected to wetting during normal usage.
Capacity shall be not less than 38.0 cubic inches.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this commercial item description and that the product conforms to the producer’s own drawing, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Recovered materials. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing and marking. The soap dispensers shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling and storage. The shipping container shall be in compliance with the National Motor Freight Classification and Uniform Freight Classification. Marking shall be as specified in the contract or order.
Unitization. When shipments to Government depots are full car or truckload, the shipping containers shall be unitized to facilitate handling by means of fork lift trucks in accordance with normal commercial practice. The unitized load shall not exceed 2,500 pounds in weight, 63 inches in height, 56 inches in length, and 45 inches in width.
